Updates to the Milstein Hospital Building at NewYork-Presbyterian/Columbia University Irving Medical Center

NewYork-Presbyterian/Columbia University Irving Medical Center has submitted an Administrative Review seeking New York State Department of Health approval for the conversion of eleven (11) Physical Medicine & Rehabilitation beds to Medical/Surgical beds. These Physical Medicine & Rehabilitation beds are currently situated on the 8th floor of the Garden North wing of the Milstein Hospital Building, located at 177 Fort Washington Avenue, New York, New York. It is important to note that the remaining five (5) Physical Medicine & Rehabilitation beds will continue to operate under separate admission criteria, staffing, and designated space.

This change aims to reduce wait times and alleviate crowding in one of New York's busiest emergency departments, which treats over 100,000 patients per year. Additionally, it will enhance our capacity to deliver comprehensive care for patients with acute needs as they transition from the emergency department to other inpatient units, while balancing the need to provide inpatient rehab services to acute patients.

As of June 22, 2023, New York State Public Health Law § 2802-b Health Equity Impact Assessments (HEIA) requires Article 28 facilities that meet criteria to file Certificate of Need (CON) applications with relevant HEIA documentation. The HEIA is conducted by an independent entity and provides an assessment on the potential health equity impacts of projects proposed.
